The Open Government Act (Woo) grants the right to access public information from the government so that everything can be verified. In decision-making, regular or extended procedures must be followed, allowing for public input and the possibility of objections or appeals. This takes time. Time that can work to your advantage or disadvantage. 

Who has the authority to bind the Government? Is it only the management or also individual directors or officials acting on behalf of the Government? And what if trust has been established that is later betrayed?
